209. Autumn Statement: George Osborne dares Labour to oppose his 1% a year cap | Mail Online
Benefits will be squeezed for three years as George Osborne tries to lay down dividing lines with Labour before the next election. The Chancellor vowed to return ‘fairness’ to the benefits system by capping rises in working age benefits at 1 per cent from April 2013, half the rate of inflation. And he said the Government would introduce a Bill to enshrine the cap in law – forcing the Opposition into a corner over whether to oppose limits in welfare which polls show are popular with the public.

210. The governments approach to Immigration | John Redwood's Diary
Knowing how important many of you think this issue is, I reproduce below the government’s account of what it has done so far to change the immigration system:“The first ever permanent cap on non-EU work migrants has now been in place for a year. The limit has not been reached in any month since the cap came into effect, so the numbers are falling while necessary skilled workers are allowed in.We have also reformed the student visa system – the largest route of entry. 116 licences to colleges have been revoked and another 179 licenses suspended. The reforms include a new accreditation system for colleges; new rules on the standard of English required for students; new restrictions to limit students working and bringing dependants; and ending the post-study work option for all but the very brightest. The number of Tier 4 student visas issued has fallen by 19% in the second half of 2011, compared to the same period in 2010.

Wisconsin Sheriff David Clarke will surely have a target on his back now after his superb comments at the annual NRA convention in Indianapolis. As reported by The Blaze, Clarke revealed the seven words he would add to the Second Amendment: “Keep your hands off our guns, dammit.” What Sheriff Clarke again demonstrates is for conservatives it’s nothing to do with race — it’s all about individual character.

213. Climategate goes American: NOAA, GISS and the mystery of the vanishing weather stations –...
For those who haven't seen it, here's a link to US weatherman John Coleman's magisterial demolition of the Great AGW Scam. I particularly recommend part 4 because that's the one with all the meat. It shows how temperature readings have been manipulated at the two key climate data centres in the United States – the NASA Goddard Science and Space Institute at Columbia University in New York and the NOAA National Climate Data Center in Ashville, North Carolina. (Hat tip: Platosays)This is a scandal to rank with Climategate. What it shows is that, just like in Britain at the Climatic Research Unit (CRU) temperature data records have been grotesquely distorted by activist scientists in order to exaggerate the appearance of late 20th century global warming. They achieved this – with an insouciant disregard for scientific integrity which quite beggars belief – through the simple expedient of ignoring most of those weather station sited in higher, colder places and using mainly ones in warmer spots. Then, they averaged out the temperature readings given by the warmer stations to give a global average.

214. Just why is Tory MP Tim Yeo so passionate about green issues? – Telegraph Blogs
For those who've missed it, Tim Yeo MP has been engaged in an online debate at the Centre For Policy Studies with former chancellor Lord Lawson on the subject "Is there an economic case for going green in an age of austerity"? As you'd perhaps expect from a man named "Politician of the Year" at the inaugural 2011 Green Business Awards, Yeo very much believes there is. We'll examine more closely why a Tory MP might feel so strongly about this in a moment. But let's first see what Lord Lawson has to say:

219. OK, Mr. Harbour. Here’s your answer. | Roger Helmer MEP
For years, I’ve regularly quoted figures on the costs and benefits of our membership of the European Union. Not my figures, but those of former EU Commissioners Verheugen and Mandelson.Günther Verheugen, who was a Vice-President of the Commission and held the portfolio for industry and enterprise, estimated the total cost of regulation across the EU at 6% of GDP. This was some years ago, since when it can only have got worse, as the torrent of regulation continues. I’ve voted against a lot of it on the Unemployment Committee.Meantime, Peter Mandelson estimated the trade benefits of membership (yes, there are some — though I keep meeting British companies who find it easier to export outside the EU) at 1.8% of GDP. And as I love to say, it may be forty-seven years since I got my Cambridge maths degree, but I can still work out that 6% comes to more than 1.8%. Quite a lot more.

220. Why George Osborne must keep on wielding the axe | Mail Online
Few chancellors of modern times have had less room to manoeuvre than George Osborne. He is a solo navigator through the deepest British recession since the Second World War, attempting to repair a broken and morally defunct banking system and weighed down by a meltdown in the eurozone over which the Government has no control. Yet there is no escaping the fact that Osborne and the independent Office for Budget Responsibility, which produces his economic forecasting, have been off beam in their projections for the nation’s return to prosperity. The failure of the economy to expand at all in 2012, and the slow growth expected over the next five years, means that Osborne will be borrowing Ł48billion extra between now and 2017-18.Moreover, like the Labour Chancellors before him, he made a budgetary promise when he came to office that he is now struggling to keep. Even after the terrible sacrifices made by the British people, at all levels of society, in the past two years, the national debt – the total sum of all borrowing down the decades – will not start to shrink until 2017.The difficulty with taming the awesome debt levels he inherited, which will peak at 79.9 per cent of the total production of the whole economy in 2015-16, could damage the Government’s claim to be turning the economy around.

221. Will France and Greece get an end to austerity? | John Redwood's Diary
Over the next few weeks democracy in Euroland is on trial. Most pundits and commentators agree that French electors voted in Mr Hollande to end austerity. Most agree that the massive swing against Pasok and New Democracy in Greece was a swing against austerity policies in the Euro and EU. The problem is, the voters may end up with little changed austerity policies come what may.Part of the reason is the voters’ own mistake. Many French and Greek voters who want an end to austerity think they can have that without withdrawing from the Euro. I fear that is very difficult if not impossible. Voters in Euroland seem reluctant to accept that the whole architecture of the single currency is founded on austerity all the time the huge imbalances between Germany and the rest persist. If the rich areas refuse to send much money to the poor areas – as they do – the poor areas have to deflate, cut wages and costs severely, until they can compete. This cruel economic logic is not popular, but voters are reluctant to conclude that the currency is at fault.

224. Governments need to be seen to be in control
David Cameron has enjoyed two great successes as Prime Minister. He led western opinion on the subject of Libya, worked with France to intervene militarily, and presided over a successful military intervention which helped the rebels bring down the dictator. I did not myself think this a good way to spend UK money and risk lives, but I accept that he did it well and his international reputation was enhanced by it. It would be churlish to deny him the credit he is due for the successful action in its own terms.More importantly, he did refuse to allow the UK’s name to go on a new Treaty for fiscal austerity in the EU, and forced the partners to come up with an intergovernmental Treaty of 25 instead of an EU Treaty. This made him extremely popular with the public, reaching a temporary high of support.
