All those who claim to be wise in politics tell you that a leader and his party must seek the centre ground to be successful. In one sense this is obvious,if it means that a party may have to extend its coalition of support well beyond its comfort zone, its original idea or heartlands in order to construct a winning majority.There are, however, at least two major flaws in the proposition that a party should always seek the centre ground. The first has been pointed out by those who think instead a party should seek the common ground. It may be that the centre ground is not as popular as some ground to the right or left that is much more popular. These advisers say the leader should seek out that common ground, and not worry if it is to the right or left in common parlance. What matters is to satisfy majority opinion, or build a wider coalition of support for popular policies.The second flaw is that the party and the country may not be starting out from somewhere near the centre. A winning party may inherit a situation where the centre has been wrenched to the left or the right as conventionally described. To get back to the true or mean centre ground may require a sharp move to right or left, depending on the starting position.

The Euro crisis is returning. Yesterday the cost of borrowing ten year money for the Spanish government hit 5.98%, following a giddy rise in the last few days. The government was forced into announcing another Euro 10 billion of cuts, this time in regional government’s health and education spending.Some of you may recall that recently we read of the most austere budget ever in Spain, with Euro 27 billion of cuts. This was the new government’s fevered attempt to get the Spanish public sector deficit down to 5.3%, from the 8.5% it ran at last year. In 2011 the then government overshot its target of a 6% deficit by a mighty 2.5% of GDP (around 27 billion Euros). This year the new government budgets to overshoot the old 4.4% target by just 0.9% of GDP. These are still large numbers.

We can expect rolling black-outs and power cuts. Remember the three-day-week? I’ve warned that the government is kidding itself if it imagines that its “dash for wind” will deliver enough power, in time, to make up the shortfall. We’re now facing two additional problems: the EU’s Large Combustion Plant Directive, which will require the closure of several large coal-fired power stations by 2015. And the fact that nuclear power plants certainly can’t be built and commissioned by 2015, and it’s touch-and-go for coal. As a result, faute de mieux, we may be forced to build new gas-fired power stations instead, which are probably the only technology we can get up in the timescale. This is very much less than ideal — today’s press carries stories about a spat between GazProm and Ukraine posing a threat to European gas supplies — but beggars can’t be choosers.
