It's almost like he'd had spies at the rowdy Conservative conference fringe event the night before - staged by smokers' rights campaigner Forest and Conservatives for Liberty - where I raised this very topic in a speech on Europe. I noted the irony that even though we defeated Napoleon in 1815 and Hitler in 1945 we still seem to have inherited half their policies all the same. From Hitler, inter alia, we got the clampdown on smoking and the obsession with environmentalism. From Napoleon, among other things, we got the metric measurement system - despite the fact that most of us continue stubbornly to think in pints and miles rather than half litres and kilometres.

The Government is working to try and make the tax system more transparent. At the last Budget, George Osborne announced the introduction of annual tax statements after a successful campaign by Ipswich MP, Ben Gummer. Those statements still need some improvement: they leave out Employers’ National Insurance, for example, and that means they understate the amount people are paying in direct taxes, let alone indirect taxes. But they are a big step in the right direction.

The news yesterday that the Treasury is asking all departments to draw up a contingent cut of 5% each is an interesting development. It only applies to about half of public spending, but is still a serious sum. The stated purpose is to have cuts available should the need arise to offset other increases in spending.Readers will know that I advised the government to spend around £30 billion or 5% less in the first year of this Parliament than they decided to spend. Where they put spending up by 5.3% in their first year I suggested keeping to a freeze. Thereafter I accepted their profile of percentage cash increases, though I would have preferred a slower rate of increase in Year 2 and Year 3 and a faster one in Years 4 and 5. That would have saved us at least an additional £150 billion of borrowing over the five years compared to the government’s plan. I thought if we had done this there was a chance of getting through without the need for further cuts, and with a better prospect of a private sector led recovery.
