- 33. Labour's 'denial machine' over hospital death rates - Telegraph
Labour failed to tackle patient care scandals because ministers were too focused on "spin" and deliving a "good news story", a government adviser has said.Professor Sir Brian Jarman, of Imperial College London, worked on a government review which will this week show that 14 hospital trusts have been responsible for up to 13,000 "excess deaths" since 2005.He accused Labour ministers of presiding over a "denial machine" and ignoring his data on high death rates for a decade.Sir Brian said: "We felt we were banging against a locked door. They were denying out data even though there was no real reason. At the time there was pressure from Downing Street and pressure from ministers."The government was in the position of providing the health service and monitoring it, it was a conflict of interest. Ministers have an electoral interest in getting out good news."

- 39. Lets just admit it - the NHS is a rotten way of doing things - Telegraph
When my brother was a little boy, my mother asked him, ďDo you like pizza?Ē His reply was, ďNo. What is it?Ē The public reaction to the Governmentís health reforms is the same. Most people know they are against them, but hardly anyone knows what they are.Perhaps this is not a bad prejudice to have. Most new laws are badly framed. We have seen complicated reforms of the NHS before without much apparent benefit. They involve abstruse arguments between politicians, administrators and professionals. Of the three, we tend to favour the professionals, so if their organisations start moaning, we take our cue from them. They always do moan, so we are always vaguely against whatever reform is coming next.

- 41. Double standards?
Today I wish to contrast the way politicians and some in the press respond to bad conduct in banking and in healthcare. It seems to me that we overdo the allegations and the expression of revulsion when bad bankers are revealed, whilst taking an altogether more relaxed attitude to healthcare errors.Barclays has recently been fined £290 million. It has admitted that some traders acted in a way designed to promote the bankís and their own personal interests which sought to distort an interest rate in the markets. The traders have all been fired and are the subject of regulatory and criminal investigation to see if further action should be taken against any of them under the law.

- 43. Ed Miliband'ss windfall tax on tobacco to fund the NHS is economically illiterate | The Spectator
The Ďwindfall taxí, a concept introduced in the UK by the Blair government, is by definition a one-off seizure of revenue from a profitable industry, to fund an invariably unprofitable but popular project. It has been justified as putting Ďright a bad dealí on the excesses of profits of unpopular industries. Between 1997 and 1998, Gordon Brown raised £5 billion from privatised utility companies to fund the Welfare-to-Work Programme.Today we have face another well-intentioned policy initiative, of ensuring every NHS patient is guaranteed a cancer test within 7 days, supposedly to be funded by a windfall tax on tobacco companies. Labourís incoherent economic policy is enough to challenge whether this plan is even sustainable for anything but a short period of time. But the wider concept of a windfall tax is more political gimmickry than sound sustainable policy.

- 45. NAO report on NHS waste | Burning Our Money | The TaxPayers' Alliance
A new report from the National Audit Office shows that the NHS has spent an eye-watering £435 million in redundancy payments as a result of the Health and Social Care Act which came into force April of this year. As part of the new reforms, 10,000 full-time employees have left their jobs at an average cost of over £43,000 each. The NHS budget has been protected, but itís clear that there are plenty of savings to be made. And itís not restricted to huge payouts. For example, our Bumper Book highlighted an annual £666 million bill spent on locum doctors due to increased regulations on doctorsí weekly work hours and centralised pay bargaining. As locum doctors are more expensive and more difficult to schedule, reforming the system to minimise their use would certainly be helpful in the fight to reduce waste. Other huge waste items include £1.2 billion lost as a result of NHS clinical negligence, £972 million in excess staff sickness days and £150 million in unused prescriptions.
