417. The Government might as well pay gangs of young people to smash windows - Telegraph Blogs
Suppose the Government decided to boost the economy by paying specially trained squads of young people to go through town centres smashing shop windows. It might defend its policy on several superficially plausible grounds. As well as directly tackling unemployment – taking young people off the street and giving them an income and a sense of purpose – the policy would create thousands of spin-off jobs. Think of the people who would now gain work sweeping up the shards of glass. Think of the glaziers who would be employed in replacing the windows. Think of the hauliers transporting the new panes all over the country. And then think – oh, just think – of the stimulus effect as all the cleaners and glaziers and hauliers spent their extra revenue on...

418. Duke and Duchess of Cambridge nearly drowned by climate change – Telegraph Blogs
The Duke and Duchess of Cambridge will have a narrow escape from watery death today when they visit the famous sinking Pacific island of Tuvalu – which, as we know, is in daily danger of total inundation thanks to the threat of man-made warming. How will they escape? God only knows but it's going to be a close one – to judge by this report from local broadcaster Radio Australia. (Part of the ABC network)The Diamond Jubilee Royal Tour of the Pacific moves to Tuvalu tomorrow when Prince William and his wife Kate will be carried from their aircraft on multi-coloured throne chairs.

419. Mitt Romney is given his own intelligence briefing by MI6 chief Sir John Sawers - Telegraph
Republican presidential hopeful Mitt Romney has been given a briefing on the deteriorating situation in Syria by the head of Britain’s security services. It is extremely rare for Sir John Sawers, the chief of the Secret Intelligence Service, to share details about British intelligence with a politician who is not a head of state. The unusual briefing prompted speculation that it was an attempt by the UK to win Mr Romney’s backing for a more interventionist role in Syria if he wins November’s election.

420. Keep an eye on Nick Clegg: Brussels would love to install him as our PM – Telegraph Blogs
It is not so much that Berlusconi has been toppled. That had been coming for a long time. It is that he is to be replaced by a former EU Commissioner, Sgr Monti, which demonstrates the extent of the power exerted by those Masters of Europe. It is the second coup d' état in less than a fortnight. “Who next?” we might well ask. Could it be us? Certainly not just now, but who would be Brussels’ man in London and how might they hope to get him into office?

421. Why I am so rude to Warmists – Telegraph Blogs
Sharing a car back from the BBC Big Question debate in Cardiff on Sunday I had a tremendous bust-up with one of my fellow panellists which I think many of you would have enjoyed hugely. (Our driver could barely keep a straight face.)It was prompted when I very vocally expressed my disgust at one of the standard phrases trotted out by Warmists and other eco-loons in these debates (as, of course, inevitably, they did again on Sunday): the one about "preserving the planet for future generations".The reason this cant phrase makes me want to throw up every time I hear it is that it's such a grotesque inversion of reality. It's not people on my side of the debate who want to ravage the countryside with wind farms (with no provision for decommissioning them), rein in economic growth, introduce wartime-style rationing, raise taxes, destroy farmland and rainforests to create biofuels, and base heinously expensive public policy on hysteria and junk science. It's not people on my side of the debate who are condemning those "future generations" to a lower standard of living and an uglier environment in order to deal with a problem that doesn't exist. So how dare they have the gall to try to take the moral high ground?

422. Marriage is part of the solution to our elderly care crisis – Telegraph Blogs
It is encouraging that over the last week or so there seems to be a developing agreement that the problem of providing for our increasing numbers of dependent elderly and disabled people must be resolved through a bi-partisan consensus. The guiding principle of the NHS has from its birth been that health care would be available free of charge to all regardless of the ability to pay. Apart from minor nibbles at that principle, such as prescription charges, it has remained unchanged for 60 years. However, alongside the NHS there has been a growth in social services mostly delivered through local authorities. These, particularly the provision of care at home, or in care homes, for the elderly and disabled unable to care for themselves and needing more care than friends or relatives could, or are willing to provide, have become increasingly means tested.

423. Sooner or later David Cameron will have to prove that he is a Conservative Prime Minister...
Sooner or later the Prime Minister will have to stop following the polls and focus groups and decide just where he stands. If he is against high pay, let him not just say so but bring in legislation against all those with incomes above some set level. He could either go back to Ted Heath’s statutory incomes policy of the early 1970s, or to Labour's 98% income tax – and see one company after another leave Britain for America, Hong Kong or Switzerland, or perhaps have a special tax on the top earners at banks. At least that would bring him more into line with French thinking on the Tobin tax.On the other hand, he could begin to defend a market system, which whatever its faults has been shown time and time again to be more effective in creating wealth and economic growth. He might even let Mr Pickles design some effective sanctions against the local authority fat cats who are still ripping off the council tax payers. Finally, that could be matched by new powers for shareholders (the owners of businesses) to check boardroom abuse by the men paid to look after the owners' interests.

424. Nick Clegg amuses his little cult by sneering at the 1950s. Are families really happier now?...
Whilst I would not want The Daily Telegraph and these blogs to become a festival site of back-scratching, I have to commend both Cristina Odone's column of today on Mr Clegg’s diatribe against marriage and the society of the 1950s and Charles Moore's Saturday article on Mr Cameron's attempt to “meddle with the Monarchy”. Not only are they each persuasive insights into their separate subjects but they both say a great deal about the Prime Minister, his deputy and the Government.

425. Sir John Major advises David Cameron on foreign policy. Does he tell him the truth about Europe?...
I have explained often enough on my blog and elsewhere why I was a supporter of the ideals of European unity and integration sixty years ago, and how experience led me to change my mind. So while I criticise Sir John Major for not seeing, when he was Prime Minister, the significance of the giant step towards the single European state inherent in the Maastricht Treaty, I have to compliment him on grasping at last why we “rebels” fought so hard against it.

427. 'BBC's biased climate science reporting isn't biased enough' claims report – Telegraph...
Before commenting on the BBC Trust’s report into the BBC’s science coverage, I thought I’d take the trouble of reading the actual document rather than the press previews. I’m very glad I waited because the finished product is an absolute corker. Let me take you through some of my favourite moments. The report, as you may be aware, was written by my fellow Telegraph columnist Steve Jones. Besides being a fine and engaging writer, Dr Jones is a geneticist of distinction and I would certainly never dream of questioning his judgement in his fields of expertise (notably Drosophila and snails). Fortunately, as becomes quite clear reading the report, climate science isn’t one of them.

429. Press regulation only helps the bad guys – Telegraph Blogs
Should the state be doing more to protect the interests of the corrupt, powerful, mendacious, rapacious, self-serving establishment? I don't think so. And neither, I suspect, do the vast majority of those useful idiots agitating for more stringent curbs on the media. Yet if Leveson's statutory regulations are implemented, that will certainly be the net result. How do I know? Because I've experienced for myself the results of this law of unintended consequences at the hands of our current regulator the Press Complaints Commission.

430. Chris Huhne: right result, wrong reason – Telegraph Blogs
Before we all get too excited about the news from the Chris Huhne trial – and I must admit, my immediate response on Twitter was "Alleluia alleluia alleluia" – I think our gloating ought to be tempered by a bit of sober analysis.I don't know about you, but in the unlikely event I were ever going to commit an imprisonable offence, it would be probably be along the lines of the one to which Huhne has just pleaded guilty.

432. Polls, polls, polls
It’s the voters turn to say what they think. In France it looks as if an other incumbent who has presided over the Euro crisis, another supporter of Euro austerity, is about to lose office. Latest polls shows Mr Sarkozy trailing Mr Hollande by between 6% and 11%. If Mr Hollande wins, expect rapid moves to bring him on board for the austerity treaty of late last year, sweetened by some kind 0f Growth package to be agreed with Germany and the Commission. Do not expect a radical change in the EU’s approach to the Euro.In Greece the two larger parties of past elections and the last Parliament saw much lower poll ratings in recent months. Pasok, the current ruling party, saw its rating slump from 38% in January 2011, to around 14% in the last permitted polls. New Democracy has had a smaller fall, from 30% to 23%. They do not allow polls close to the election.
