The reduction of the top rate of UK income tax from 50p to 45p, on earnings over £150,000, has led to an increase in the tax take. The tax cut was brought in at the insistence of the Conservatives, despite Labour predictions that it would lead to reduced revenues.The figures were released by Her Majesty's Revenue and Customs (HMRC) and show that in the year since the rate was cut revenues have increased by £9bn to £49bn. The increase has more than made up for the £5bn reduction associated with the government taking the two million lowest earners out of tax altogether. When the Chancellor, George Osborne, cut the 50p rate, the Treasury calculated the policy would cost the exchequer £100m. Instead, the move reduced tax avoidance and has turned into a large cash windfall for the cash strapped Treasury.

Highlighting combined marginal rates of child benefit withdrawal and income tax of 73 per cent for those with four children earning between £50,000 and £60,000 a year, Walker called for radically simpler taxes. “I am all for a flat simple tax system,” he said, adding, “it has been shown to raise a lot more money”.He is right. Low, simple taxes stimulate economic activity and growth. It’s not just that when people get to keep more of the money they earn they are more motivated. It’s also that when taxes are easy to understand and simple to administrate, people and companies aren’t put off by the unknown quantity of what the tax implications might be for a job or project. And they don’t divert their best minds from determining how to produce better products and services, to working out how to navigate taxes.Sadly, that’s exactly what happens at present. Income is taxed differently depending on whether it’s in the form of earnings, dividends or interest. Earnings are also subject to another two income taxes in the form of national insurance – one paid by the employee and another by the employer. And, just to make sure it’s not too easy to understand, these are levied per job and weekly, rather than per person and annually.Income received through a company is also subject to tax before it’s paid as a dividend, based not on your ability to pay but instead on how efficiently the company accrues its revenue. And then if you sell the right to an income stream for more than you paid for it, that difference is called a capital gain and you have to pay tax on that, too – even if it’s nothing more than inflation.

Yesterday I argued that the US was not growing faster than the UK because it was enjoying a larger fiscal stimulus. Most of you agreed, but some were extremely sceptical of the quality and sustainability of US growth. Today I wish to look at the factors that are assisting the US growth rate. I understand that there is still too much unemployment in the USA, and that some people’s living standards have been badly squeezed. However, the official figures drawn up under international public sector accounting conventions do show faster growth in the USA last year and this, than in troubled Europe.Some have rightly observed that the USA now has very cheap energy in the form of low priced gas, thanks to its enthusiastic embrace of shale gas. Mr Obama was dismissive of Sarah Palin’s “Drill baby, drill” remark when asked about energy policy, yet his administration seems to be adopting it as a practical means of cutting energy bills and providing a big stimulus to industry. The Uk needs to pursue cheaper energy policies, as I have often argued here.
