- 19. Top Rate Cut Raised £9bn and Proved Labour Wrong on 50p Tax
The reduction of the top rate of UK income tax from 50p to 45p, on earnings over £150,000, has led to an increase in the tax take. The tax cut was brought in at the insistence of the Conservatives, despite Labour predictions that it would lead to reduced revenues. The figures were released by Her Majesty's Revenue and Customs (HMRC) and show that in the year since the rate was cut revenues have increased by £9bn to £49bn. The increase has more than made up for the £5bn reduction associated with the government taking the two million lowest earners out of tax altogether. When the Chancellor, George Osborne, cut the 50p rate, the Treasury calculated the policy would cost the exchequer £100m. Instead, the move reduced tax avoidance and has turned into a large cash windfall for the cash strapped Treasury.

- 20. Taxing oil and gas
UK consumers pay dearly for their fuel, mainly thanks to the very high rates of tax on petrol and diesel, and substantial tax on domestic fuels through company tax and VAT as well. In the debate on Scotland’s future the issue of oil and gas tax revenue is more narrowly focused on Petroleum Revenue Tax, a tax on production, and on corporation tax on the producing companies. So what has been happening to this?

- 23. Osborne: I'm going after the wealthy tax dodgers - Telegraph
George Osborne was left 'shocked' after an analysis of the tax returns of multi-millionaires which he personally ordered found that they are exploiting loopholes to pay little or nothing at all.A confidential study by HM Revenue and customs found they are using aggressive avoidance schemes to reduce their income tax rate to an average of 10 per cent - less than half the level paid by the average Briton. The Chancellor personally studied the “anonymised” copies of the tax returns submitted by some of the country’s wealthiest citizens which showed some people are able to avoid paying income tax entirely. The analysis convinced Mr Osborne that millionaires must pay a minimum rate of tax equivalent to about a third of their earnings, which has been described as a “tycoon tax”.Mr Osborne told The Daily Telegraph: “I was shocked to see that some of the very wealthiest people in the country have organised their tax affairs, and to be fair it’s within the tax laws, so that they were regularly paying virtually no income tax. And I don’t think that’s right.

- 25. A single income tax would simplify our excessively convoluted system | City A.M.
TAX simplification is back on the agenda, thanks to Simon Walker, director general of the Institute of Directors. Highlighting combined marginal rates of child benefit withdrawal and income tax of 73 per cent for those with four children earning between £50,000 and £60,000 a year, Walker called for radically simpler taxes. “I am all for a flat simple tax system,” he said, adding, “it has been shown to raise a lot more money”.He is right. Low, simple taxes stimulate economic activity and growth. It’s not just that when people get to keep more of the money they earn they are more motivated. It’s also that when taxes are easy to understand and simple to administrate, people and companies aren’t put off by the unknown quantity of what the tax implications might be for a job or project. And they don’t divert their best minds from determining how to produce better products and services, to working out how to navigate taxes.Sadly, that’s exactly what happens at present. Income is taxed differently depending on whether it’s in the form of earnings, dividends or interest. Earnings are also subject to another two income taxes in the form of national insurance – one paid by the employee and another by the employer. And, just to make sure it’s not too easy to understand, these are levied per job and weekly, rather than per person and annually.Income received through a company is also subject to tax before it’s paid as a dividend, based not on your ability to pay but instead on how efficiently the company accrues its revenue. And then if you sell the right to an income stream for more than you paid for it, that difference is called a capital gain and you have to pay tax on that, too – even if it’s nothing more than inflation.

- 26. Axe inheritance tax - it causes too much economic damage - Telegraph
There was a time, just a few years ago, when the Conservative party understood that inheritance tax was not just a viciously unfair form of double taxation but also a fail-safe way of impoverishing the nation by consuming its capital base. Most of its MPs still accept this, but the Tory leadership no longer does.

- 27. MPs' shock at BBC tax deals: Commons watchdog says 25,000 contracts raise 'suspicion of complicity in Tax Avoidance'
The BBC hands out 25,000 contracts a year that can help its workers pay less tax, MPs reveal today. The off-the-books arrangements create ‘suspicions of complicity in tax avoidance’, according to Commons spending watchdog Margaret Hodge. The workers include 4,500 presenters and backroom employees paid through ‘personal service companies’ that allow them to limit substantially their tax liabilities. That figure – revealed by the BBC last night – is much higher than previously thought and covers 400 stars paid at least £50,000 a year.Of these, 148 are news presenters such as Fiona Bruce and Jeremy Paxman.Treasury Chief Secretary Danny Alexander told the Daily Mail he expected the corporation to take ‘swift and decisive action’ to address public concern about the tax arrangements.

To listen to the debate about Labour’s prospective Mansion Tax, you’d think that the UK didn’t have any wealth or property taxes. - 31. UK Budget 2012: Everyone to get statement revealing third of tax bill goes on welfare | Mail...
Every taxpayer is to get a personal annual statement revealing how each pound taken from them by the Revenue is spent.George Osborne will announce the radical move in tomorrow’s Budget, saying every worker has the right to know how their taxes are spent once the money enters the public purse. In some cases, the results are likely to prove startling.A higher-rate taxpayer earning £50,000 this year would be told they paid £14,183 in tax and National Insurance – of which around a third, £4,727.67, is spent on welfare. At the same time, £2,469.68 is spent on health, £1,848.73 on education, £818.52 on defence and £705.62 on public order and safety. A further £141.12 is given to foreign aid and £70.56 is handed to the EU.A Treasury source said: ‘It’s quite right that people know how much tax they pay and what it’s spent on.’

- 32. American economic strengths we could copy | John Redwood's Diary
Yesterday I argued that the US was not growing faster than the UK because it was enjoying a larger fiscal stimulus. Most of you agreed, but some were extremely sceptical of the quality and sustainability of US growth. Today I wish to look at the factors that are assisting the US growth rate. I understand that there is still too much unemployment in the USA, and that some people’s living standards have been badly squeezed. However, the official figures drawn up under international public sector accounting conventions do show faster growth in the USA last year and this, than in troubled Europe. Some have rightly observed that the USA now has very cheap energy in the form of low priced gas, thanks to its enthusiastic embrace of shale gas. Mr Obama was dismissive of Sarah Palin’s “Drill baby, drill” remark when asked about energy policy, yet his administration seems to be adopting it as a practical means of cutting energy bills and providing a big stimulus to industry. The Uk needs to pursue cheaper energy policies, as I have often argued here.
