All agree that there needs to be controls over money and credit creation with a monopoly money system organised by the state. The Central Bank has to decide on overall levels of money and credit. They do not, however, tend to follow his precepts in a boom, when they ought to be asking the state to control spending and repay debt.

Let’s be clear: the G8 Summit last week was a mini-triumph. It had the lowest levels of protest in recent memory. The headlines were dominated by the Prime Minister’s determined push for a peace conference for Syria, but there were also important steps forward on a transatlantic free trade area, and on tax and transparency.One might have expected even Dame Polly Toynbee of the Guardian to be impressed by the announcements on tax. Alas, none of it. To which one might ask, what does David Cameron have to do to get a fair hearing? Polly is deeply confused about tax, to be sure. In her haste to get the tax take up, she deliberately adopts the intellectually calamitous tactic of equating taxation with the benefits and public services which it funds (I have discussed this fallacy previously in this column). That makes intelligent debate about the merits of each hard if not impossible.

The Euro crisis is returning. Yesterday the cost of borrowing ten year money for the Spanish government hit 5.98%, following a giddy rise in the last few days. The government was forced into announcing another Euro 10 billion of cuts, this time in regional government’s health and education spending.Some of you may recall that recently we read of the most austere budget ever in Spain, with Euro 27 billion of cuts. This was the new government’s fevered attempt to get the Spanish public sector deficit down to 5.3%, from the 8.5% it ran at last year. In 2011 the then government overshot its target of a 6% deficit by a mighty 2.5% of GDP (around 27 billion Euros). This year the new government budgets to overshoot the old 4.4% target by just 0.9% of GDP. These are still large numbers.

Commenting on announced government plans to reduce tax avoidance, Mark Littlewood, Director General at the Institute of Economic Affairs, said:

“The government needs to look at the roots of tax avoidance rather than focusing on the morality of the issue. Naming and shaming will have little tangible effect and is grossly unfair, given this activity is legal. Taxpayers are entitled to knowingly prevent the depletion of their income in such a manner.
