It's hard not to admire George Monbiot for publishing all his earnings. As he says, journalists often have a giving-it-out-but-not-taking-it problem. I know a columnist, for example, who often writes that Britain needs to export more weapons, but who has never, to my knowledge, divulged that he goes shooting at the expense of a prominent arms dealer. This doesn't stop him dismissing MPs as uniquely venal and corrupt.

While I’m not opposed in principle to the shooting of birds for sport or for the pot, the annual carnage in Malta seems disproportionate and a possible threat to the species involved. I have accordingly raised the matter several times with the Commission, without any satisfactory answer. This is a good illustration of the ineffectiveness of European Institutions in delivering solutions to problems that concern citizens.

I’ve been saying for some time that unless we get on and build more mainstream base-load generating capacity — ideally coal and nuclear — then we can expect the lights to go out around 2015. We can expect rolling black-outs and power cuts. Remember the three-day-week? I’ve warned that the government is kidding itself if it imagines that its “dash for wind” will deliver enough power, in time, to make up the shortfall. We’re now facing two additional problems: the EU’s Large Combustion Plant Directive, which will require the closure of several large coal-fired power stations by 2015. And the fact that nuclear power plants certainly can’t be built and commissioned by 2015, and it’s touch-and-go for coal. As a result, faute de mieux, we may be forced to build new gas-fired power stations instead, which are probably the only technology we can get up in the timescale. This is very much less than ideal — today’s press carries stories about a spat between GazProm and Ukraine posing a threat to European gas supplies — but beggars can’t be choosers.

In a recent speech Ed Davey announced that energy intensive companies would be paid to switch off their machinery during times of high demand. As many have noted, this not what happens in healthy energy markets. Although this policy is called ‘demand-side management’, jargon does not disguise what is still a blackout. But simple economics can determine a much better approach to energy policy than the managed decline preferred by the deeply unpopular minority party in the coalition.
