The proposal for a new tax on people’s homes is ill-thought-out, unjust and un-British.The proposed tax is unfair on those who may be asset-rich – the elderly widow springs to mind – but whose income is low. If Labour were to pursue the policy announced last week, and set the threshold at £2 million, the result would be bizarre – from discontinued improvements to deliberate vandalism: anything to help the home owner limbo dance under the danger area. It is peculiar to try to raise money for the state by taxing this one particular form of wealth, and in this one particular way. As for Labour, they have shown their true colours. The Blairites in the party must be watching with incredulity and despair. Never mind the individual injustices – the message of the Miliband policy is that Labour is once again hostile to one of the deepest instincts of the British people: to show the energy, enterprise and ambition to want to improve your own home and to raise its value. I cannot believe Miliband will pursue this policy through to the election. If he does, he will have signed his political death warrant.

Let me make common cause today with the labour movement. Wages in the UK are too low. Instead of spending so much time complaining about the pay of a minority who are well paid in the private sector, maybe we should spend more time asking how more people can enjoy higher pay. I am not one of those hypocritical commentators on a good salary always urging pay restraint on others.Before the labour movement gets too excited, however, I do believe a couple of other things about pay. I do not think you can legislate successfully for higher pay. It has to be earned. The problem with minimum wage legisaltion is if you set it too high you drive jobs away, and if you set it too low it has no benefiical impact. If you get it somewhere in the middle it does not deliver great living standards, and may still encourage non compliance and a larger black economy. Labour’s minimum wage has left many people on low pay and in receipt of benefit top ups so they have a more reasonable income.
