Actually, if you want to empower the breadth of the parent body in inner-city areas you have to look to the local education authority.”In other words, when a Hackney school started to deliver first-class education to some of the most deprived students in the country, Miss Abbott spoke against the political reform which made such schools possible, and, weirdly, sought to identify particular races with particular behaviours.
