David Cameron has enjoyed two great successes as Prime Minister.He led western opinion on the subject of Libya, worked with France to intervene militarily, and presided over a successful military intervention which helped the rebels bring down the dictator. I did not myself think this a good way to spend UK money and risk lives, but I accept that he did it well and his international reputation was enhanced by it. In one of his first big decisions as the new Party Chairman, Grant Shapps has just told ConservativeHome that the party will start selecting candidates immediately after November's police commissioner elections for the party's target seats and, significantly, will be doing so on the basis of EXISTING constituency boundaries. This was something ConHome recommended one month ago.This will be taken by observers as acceptance by the Tory leadership that new boundaries will not get through the Commons. Mr Shapps insists, however, that neither he nor Number 10 Downing Street have given up on delivering equal-sized seats. Shapps points out that the decision still must come to the floor of the House for a vote, but that since this won’t happen for over year, it simply isn’t practical to do nothing in the meantime. Procedures will be put in place which will decide how adopted candidates are re-allocated to new seats if the new boundaries are eventually passed. All candidates seeking selection on existing boundaries will be expected to sign up, unconditionally, to these procedures.

In 2009 Conservative Home ran an article by Cllr Stephen Greenhalgh and John Moss about the importance of reforming social housing. It said that many of the seats that the Conservatives hoped to win at that time had a high ratio of voters in social housing. Thus improving the chances for this group of people should be recognised as politically important. The article discussed ways of increasing home ownership - with proceeds allowing more new homes to be built. Also of reducing concentrations of worklessness through mised communities.Anyone who could present the article as a defence of gerrymandering must either be incredibly stupid or dishonest. Yet that is what my local Labour MP Andrew Slaughter has done.

George Osborne gave a good defence of his Budget yesterday, declaring that he wasn't in this for short-term politics but had taken decisions for the long-term competitiveness of the UK economy. Putting aside my belief that he should have done a lot more on competitiveness a lot earlier, should have accelerated spending cuts so he could afford substantial emergency tax relief for the low-paid and, thirdly, putting aside the Budget's dodgy presentation, I can't quarrel with most of the individual budget decisions. The so-called granny tax is perfectly justifiable given the heavy burdens on the young. The pasty tax clears up the anomaly whereby you pay VAT in a fish'n'chip shop but not for your pie in Greggs. The tapering of the child benefit policy tackles the cliff edge problem. Most of all the 50p and corporation tax cuts are vital for the UK economy's job creating potential (although if you are going to take the flak for lowering the top rate you might as well cut it to 40p and straight away).

Yesterday, we published online the column that I wrote for the ConHome conference newspaper last week, headlined "Let's look at the Thatcher years in full, not just in parts". Here, by way of an extended footnote, is something else that I wrote for the newspaper: a comparison of the public finances under the Thatcher governments and under the Coalition. Basically, I've focussed on three important metrics — real terms spending, spending as a percentage of GDP, and the structural deficit (taken here to be "cyclically-adjusted public sector net borrowing", but I shall write more about this tomorrow) — and produced graphs for each three, as well as some bullet-pointed context.
