417. Cameron angers Eurosceptics by putting 'pro-EU team' in charge of clawing back powers from Brussels
There have been growing calls from Conservative MPs suspicious of the Foreign Office the No.10 to bring in a senior Eurosceptic to start talks with other EU leaders.

418. Even in the current mood, anti-tax candidates can win – provided their motives are trusted...
Can anyone, in the wake of the banking collapse, win an election on a pro-banking and anti-tax platform? Yes. Boris.Smaller government was the centrepiece of the Mayor’s manifesto. He made a point of going into the poll as a ‘tax-cutting Conservative’, and repeated the phrase again and again. He was unashamedly in favour of tax cuts for the rich – as part of a programme of tax cuts for everyone. He opposed the 50p top rate, and led the campaign against curbs on pay and bonuses. Yet, at a time when Tories were losing everywhere else, Boris won.

419. Why Eton is now dumber than the lowliest sink comprehensive. Apparently. - Breitbart
Did you know that Eton, Harrow and Westminster are now among the worst performing schools in Britain, with academic results so dismal they have been beaten in the league tables by some of our most dismal sink comprehensives?Well you would were you to place any faith whatsoever in the Department of Education’s latest schools performance tables where, as the Telegraph notes, Eton comes in at 3,818 – 400 places behind Waterhead Academy, Oldham which was placed in special measures last month after its teaching and leadership were judged “inadequate.”Eton and Westminster, as even our international readers will be aware, are not too shabby academically. So what’s going on here?In this article, Education Secretary Nicky Morgan – the hapless placewoman drafted in by David Cameron to appease all the would-be Conservative voters who found her predecessor Michael Gove too scarily effective – attempts to explain.

420. Conservative cabinet are not politicians. They are the mouthpieces of a failing party in Desperate self-preservation mode | UKIP
UKIP's Steven Woolfe said: "Hammond may be talking the talk but he cannot walk the walk. He has in effect 9 months to prove to the British people that the Conservatives can renegotiate the UK's relationship with the EU, before he, along with the rest of the coalition Government, are put up for election. With the long summer recess on both sides of the Channel, and you are looking at the UK managing to push for renegotiation of EU treaties in less than six months if they are to bring anything back to British voter of substance. This cannot, and will not happen.

421. A new relationship with the EU?
Mr Cameron’s article yesterday in the Sunday Telegraph did represent an important advance in government thinking. He now agrees with those of us who say we need a new relationship with the EU. He agrees it is not just a case of saying “No” to future transfers of power, but getting powers back that have already been ceded.I also agree with him that holding an In/Out referendum soon would be bad news if the In campaign won. The Uk would then have little bargaining power to get a better relationship, and would have lost the chance to leave the EU if things got worse.

424. London Mayor Boris Johnson: I'll Stand for Parliament in 2015
London's shaggy-haired Mayor Boris Johnson has announced this morning that he will try and seek re-election to the House of Commons after his departure in 2008.Johnson had left his seat in the affluent Henley-upon-Thames in order to take the role as chief executive of London - a job which he has flourished in, gaining international credibility as the London Olympics stunned the globe. But now the Mayor, better known simply as Boris, is set to return to Parliament with a view to taking over the Conservative Party should David Cameron fail to win a majority at the next election in 2015.

426. The greatest lesson of the last 50 years: change isn't always progress – Telegraph Blogs
It is all too easy for a blogger to respond a bit too much to the headlines of the day, so every now and again I think it useful to stand back and look at some long-term trends.David Cameron used to speak about Britain's broken society, and even Ed Miliband makes socialist noises about society from time to time. The Lib Dems concede, too, that there are some deep-rooted problems facing any government which could not be solved by handing everything over to Brussels.I know well enough that as a man of eighty years, if I say that many things were better in our society when I was young, those who never knew those years will condemn me as an addled old fool living in the past.

427. Why did self assessment Income Tax decline so much at the 50% rate?
In 2008-9, well into the financial crisis, the UK state raised £22.5 billion in Self Assessment Income Tax, with a top rate of 40%. The following year, the last year at 40%, saw another £21.7bn collected. The 50% rate then introduced was assumed by the Treasury to yield a lot more self assessment income tax, as high payers usually have to complete the self assessment process and are an important part of that total. In the June 2010 forecast the Treasury looked forward to raising £29.2 bn from self assessment in 2012-13, and £32,5bn in 2013-14. These forecasts were reduced steadily in successive years. So what actually happened?

428. Cameron should scrap the Foreign Aid budget, not increase it – Telegraph Blogs
Yesterday I was on BBC Radio 2's Jeremy Vine show sparring with Cristina Odone about Dave's mooted compulsory foreign aid levy on the British taxpayer. She was arguing – with some high level support from Lord Gummer – that it was a good thing, part of our moral obligation to the world, and really not that much money all things considered. I was arguing that, no, actually, £8 billion now (rising to £11.4 billion in 2015) is quite a lot of money and that in these dark economic times the very last thing our government ought to be doing is hosing down ungrateful foreigners with cash we haven't got.The biggest recipient of our foreign aid largesse is currently Pakistan to which over the next four years we will be sending a total of £1.4 billion. This is roughly the same amount that Pakistan has earmarked to spend on a new fleet of Chinese made submarines; these will go nicely with the two squadrons of Chinese J-10 fighters which Pakistan has also bought at a cost of $1.4 billion. So, in effect, our foreign aid donations are helping to underwrite the military expansion of the country which until recently was shielding the world's number one Islamist terrorist, organised the massacre in Bombay and is doing so much to fund the Taliban insurgency killing and maiming our forces in Afghanistan..........But though all these examples quite neatly expose the profligacy, political correctness and imbecilic incompetence of DFID what they also do is distract from the bigger picture. The real story – as I should have said on Jeremy Vine's show if only I'd had my wits about me and hadn't been so keen to major on the Ferris Wheel anecdote – is not that our Foreign Aid budget is grotesquely misspent (though of course it is) but that we shouldn't have a Foreign Aid budget at all.For chapter and verse on this I refer you to m'learned friend Dambisa Moyo, the Zambian-born, Harvard-educated author of Dead Aid. In her superb book, she explains how, far from helping the Third World, well-meaning aid packages from the West – such as the $1 trillion dollars spent in the last 50 years on aid for Africa – have only harmed it.

I suppose spite and schadenfreude are thinnish reasons, intellectually, for wishing Donald Trump to become the next American president (and preferably with Sarah Palin, or someone similarly doolally, as veep). But they are also atavistically compelling reasons nonetheless. Think of the awful, awful people who would be outraged and offended.

432. Tory MEP's False Claims: Without EU Membership, UK Would Lose Seat on UN Security Council
The Conservative Party's European Parliament presidential nominee has embraced an absurd scare tactic yet in the party’s attempts to frighten the British people away from the UK Independence Party (UKIP) and any thought of leaving the European Union. Sajjad Karim, a former Liberal Democrat member of the European Parliament who defected to the Tories in 2007, claimed yesterday that if Britain left the EU, it could be forced to surrender its seat on the United Nations Security Council. Yet the UN Charter shows this is impossible.
