369. Sooner or later David Cameron will have to prove that he is a Conservative Prime Minister...
Sooner or later the Prime Minister will have to stop following the polls and focus groups and decide just where he stands. If he is against high pay, let him not just say so but bring in legislation against all those with incomes above some set level. He could either go back to Ted Heath’s statutory incomes policy of the early 1970s, or to Labour's 98% income tax – and see one company after another leave Britain for America, Hong Kong or Switzerland, or perhaps have a special tax on the top earners at banks. At least that would bring him more into line with French thinking on the Tobin tax.On the other hand, he could begin to defend a market system, which whatever its faults has been shown time and time again to be more effective in creating wealth and economic growth. He might even let Mr Pickles design some effective sanctions against the local authority fat cats who are still ripping off the council tax payers. Finally, that could be matched by new powers for shareholders (the owners of businesses) to check boardroom abuse by the men paid to look after the owners' interests.

370. Who governs England?
Assuming Scotland votes to stay in our union this September, we will find devolution back on the agenda soon afterwards. All three main parties have promised more powers for Scotland. All three will I am sure wish to honour that pledge. This time it will not be possible to duck the issue of who governs England? It will be too unfair for Westminster to carry on as if nothing had happened with respect to the government of England, whilst the rest of the UK led by Scotland gets yet more powers for self government in their own Parliament and Assemblies. The SNP agrees with me about this. The SNP does not think their MPs at Westminster should settle matters for England that are settled for Scotland in the Scottish parliament.

371. Better schools?
As the dust settles after the departure of Michael Gove from education it is time to consider what a future government should do to continue the reforms and improve the opportunities young people have from attending our state schools.Mr Gove drove through a substantial increase in the number of Academies, a programme started by the previous Labour government. He introduced a number of Free schools. He sought to make exams more demanding and raise the esteem of qualifications. He strove to increase the use of phonics to teach literacy. He presided over the remodelling of some exam syllabuses.

372. God, I'm brilliant! – Telegraph Blogs
Like my esteemed colleague Dan Hannan, I have a pathological aversion to posting up videos of myself on my blogs. In this case, however, I feel I must make an exception. It's not often you get to appear on Uncommon Knowledge being interviewed by the mighty Peter Robinson. (Our subjects: Climategate; Watermelons; the imminent collapse of Europe)Peter Robinson is the uber-poised, uber-intelligent, uber-civilised (well he did go to Ch Ch) commentator, broadcaster and former Reagan aide who as a young man scripted the "Mr Gorbachev, tear down this wall!" Brandenburg Gate speech in Berlin in 1987. He's the co-founder of the US conservative website Ricochet which contains some of the most brilliant writing in the entire blogosphere and fabbo podcasts too including one mysteriously called Radio Free Delingpole

373. Obama's July 4th Microphone faux pas | The Conservative Speaker
(WASHINGTON) — A “hot mic” has apparently picked up some very unflattering words from President Obama this Fourth of July, and may plunge him deeper into some very hot water.“Hot” or “open mics” frequently catch public figures unknowingly expressing their true feelings, usually with colorful language (prime example: in 2000, then presidential candidate George W. Bush was caught complaining to vice-presidential candidate Dick Cheney that a reporter covering their campaign was a “major league asshole”). However Obama’s “slip” while exiting the balcony of the White House after his fifth Independence Day address may well exceed the average “hot mic faux pas.”The smaller of Obama’s two microphones, which was clipped inches below Obama’s shirt collar, was supposed to have been turned off immediately after his closing remarks to guests and reporters on the White House lawn. But the microphone remained “hot,” catching the President muttering: “God, this holiday sucks! All this national pride shit get’s on my nerves.”

375. Eric Pickles: 'Cameron is doing a fine job as leader' - Telegraph
Eric Pickles has some plain-speaking advice for those metropolitan lightweights and their pastry preferences. “Real men don't eat pasties,” he declares. “They eat growlers. Now that’s a proper meat pie.” He doesn’t quite lick his lips, but he does growl in a yearning sort of way as he says it.

376. The EU seeks more austerity and less growth
Several contributors want to hear more about the many ways in which the EU affects or controls our lives. There are all too many ways, following years of EU directives and regulations, based on the huge powers transferred in The Treaties of Rome, Nice, Amsterdam and Lisbon, to name but four that rarely get mentioned. In recent years the EU has been granted large new powers to regulate banks and financial institutions. This week-end reports ciruclated that the EU is now considering imposing capital surcharges of as much as 10% of a bank’s assets on EU large banks on top of the minimum 7% capital ratio required already. The aim is to stop EU banks getting into the mess they got into in the 2008-12 period. That is a worthy aim, but this remedy does not seem to be based on any sensible analysis of why various large EU banks got into difficulties in that period or what is needed to get us out of the mess. There is little recognition that Central Banks and regulators got it wrong as well as the commercial banks, producing a toxic mixture.

377. American economic strengths we could copy | John Redwood's Diary
Yesterday I argued that the US was not growing faster than the UK because it was enjoying a larger fiscal stimulus. Most of you agreed, but some were extremely sceptical of the quality and sustainability of US growth. Today I wish to look at the factors that are assisting the US growth rate. I understand that there is still too much unemployment in the USA, and that some people’s living standards have been badly squeezed. However, the official figures drawn up under international public sector accounting conventions do show faster growth in the USA last year and this, than in troubled Europe. Some have rightly observed that the USA now has very cheap energy in the form of low priced gas, thanks to its enthusiastic embrace of shale gas. Mr Obama was dismissive of Sarah Palin’s “Drill baby, drill” remark when asked about energy policy, yet his administration seems to be adopting it as a practical means of cutting energy bills and providing a big stimulus to industry. The Uk needs to pursue cheaper energy policies, as I have often argued here.

378. Now LibDems want to tax jewellery: New wealth tax plan to target ALL assets
Families will be forced to pay tax on heirlooms under new plans drawn up by the Liberal Democrats while tax inspectors would have powers to enter homes and value items.Last night, both the jewellery and mansion tax moves were condemned by the Lib Dems’ Conservative Coalition partners as ‘the politics of envy at their worst’.The plans come in a policy document drawn up by party tax experts – including Ms Munt and key Clegg ally David Laws – as groundwork for the Lib Dems’ next General Election manifesto.

380. Can innovation transform the public sector?
Many parts of the private sector are being changed dramatically by digital technology. If you want to buy a house you can now visit a range of properties on line and see their floor plans and their inside and outside appearance from your home computer. If you want to buy any good or service you can google it and see a list of competing offers, usually with prices. You can order on line from your armchair. If you want to find a new job there are electronic jobs boards with choices of openings on offer. You can bank online, insure your car on line, undertake a study course on line. The opportunities are endless. The role and nature of the estate agent, the insurance broker, the bank clerk and the employment agency have altered substantially.

382. 100 Tories revolt over wind farms - Telegraph
David Cameron has been hit by a major protest by Conservative MPs over the Government’s backing for wind farms, The Sunday Telegraph can disclose.A total of 101 Tory MPs have written to the Prime Minister demanding that the £400 million-a-year subsidies paid to the “inefficient” onshore wind turbine industry are “dramatically cut”.The backbenchers, joined by some MPs from other parties, have also called on Mr Cameron to tighten up planning laws so local people have a better chance of stopping new farms being developed and protecting the countryside. The demands will be a headache for Ed Davey, the Liberal Democrat Energy Secretary, who joined the Cabinet on Friday when Chris Huhne resigned after being charged with perverting the course of justice.
