All those who claim to be wise in politics tell you that a leader and his party must seek the centre ground to be successful. In one sense this is obvious,if it means that a party may have to extend its coalition of support well beyond its comfort zone, its original idea or heartlands in order to construct a winning majority.There are, however, at least two major flaws in the proposition that a party should always seek the centre ground. The first has been pointed out by those who think instead a party should seek the common ground. It may be that the centre ground is not as popular as some ground to the right or left that is much more popular. These advisers say the leader should seek out that common ground, and not worry if it is to the right or left in common parlance. What matters is to satisfy majority opinion, or build a wider coalition of support for popular policies.The second flaw is that the party and the country may not be starting out from somewhere near the centre. A winning party may inherit a situation where the centre has been wrenched to the left or the right as conventionally described. To get back to the true or mean centre ground may require a sharp move to right or left, depending on the starting position.

Let’s be clear: the G8 Summit last week was a mini-triumph. It had the lowest levels of protest in recent memory. The headlines were dominated by the Prime Minister’s determined push for a peace conference for Syria, but there were also important steps forward on a transatlantic free trade area, and on tax and transparency.One might have expected even Dame Polly Toynbee of the Guardian to be impressed by the announcements on tax. Alas, none of it. To which one might ask, what does David Cameron have to do to get a fair hearing? Polly is deeply confused about tax, to be sure. In her haste to get the tax take up, she deliberately adopts the intellectually calamitous tactic of equating taxation with the benefits and public services which it funds (I have discussed this fallacy previously in this column). That makes intelligent debate about the merits of each hard if not impossible.

Clearly this infighting is causing some problems, and can't make backbench life easy. One complaint, usually made by modernising MPs, is that the very fact we know some of the details of the heated meeting is evidence of the 1922 being an ineffective and anti-leadership force. Many MPs feel the 1922 should be a place to talk privately, and find it disappointing that details of notable meetings invariably find their way into the press.

The EU Reforms that are needed are manifestly major. At £133 billion per annum (for the UK, E14 billion and E7 billion net), costs are both unacceptable and unaccountable. The CAP, which costs £44 billion, remains a protectionist waste. £5 billion goes on taxpayer-funded politics, with the EU typically financing 40 percent of these organisations. Most people want their government to collect sensible amounts of tax and to provide decent services for the money. They wish the government to uphold the law against criminals. They think most our problems are ones coming from too much law, not too little, or from imperfect enforcement of laws we do have against criminal activity.Modern bureaucratic government seems to think most of the problems come from the actions of the people.Health officials want people to be less fat, to eat a better diet, drink less alcohol, take more exercise. They may be right that this would make people healthier, and delay their time with doctors and hospitals to older age. Meanwhile the public wants the NHS to be there for them whatever they do. Some resent the taxes and regulations used to try to change our lifestyles.More resent the work of the green police.
