It seems pretty clear that, in the short term at any rate, Eurocrats can't muster the necessary majority for a Financial Transactions Tax. So they've moved to Plan B: an EU-wide stamp duty on share trading.Such a levy already exists in some states, including the United Kingdom. But to propose it is to beg the question. There is an implicit assumption that EU spending must rise in real terms every year – as, indeed, it has for the past half century. But why, at a time when every one of the 27 member states is looking to cut its budget, should the EU, uniquely, be trying to acquire new revenue streams?The EU budget will rise by 15 billion euros over the next two years. According to the OBR, Britain's net contributions will go from £6.9 billion to £9.3 billion over that period; our gross contributions from £11.9 billion to £14.8 billion. This compares to total savings of £8.6 billion across the whole of our domestic spending.Other countries – Ireland, Latvia, Portugal – are making far deeper cuts. They, too, can see their austerity measures being cancelled out by the Brussels budget. Why doesn't the EU look for savings in line with its constituent states?

Defeat on such a scale doesn’t happen for just one reason, of course, but the Tories’ single biggest disadvantage is easily identified: the Right-wing vote was split........You can probably guess where I’m going with this argument. The latest YouGov poll has my party on 32 per cent, and UKIP on 9 per cent. Together, that’s a Conservative government; separately, it’s a Labour government. It’s true, of course, that not every UKIP voter is a former Tory. Then again, the relevant question is not ‘how did they vote before?’ but ‘if UKIP didn’t exist, how would they vote today?’ It seems not unreasonable to assume that the majority would support the most convincingly Eurosceptic party on offer.
