In 2008-9, well into the financial crisis, the UK state raised £22.5 billion in Self Assessment Income Tax, with a top rate of 40%. The following year, the last year at 40%, saw another £21.7bn collected.The 50% rate then introduced was assumed by the Treasury to yield a lot more self assessment income tax, as high payers usually have to complete the self assessment process and are an important part of that total. In the June 2010 forecast the Treasury looked forward to raising £29.2 bn from self assessment in 2012-13, and £32,5bn in 2013-14. These forecasts were reduced steadily in successive years. So what actually happened?

The other day I had a dig at Occupy St Paul's. It didn't make me popular with our menagerie of house trolls, most of whom felt I wasn't entitled to an opinion because I had been privately educated or because I don't transcribe press releases from Greenpeace or because I'm called James Delingpole and therefore totally evil. But one or two of the newbie trolls actually had a brave stab at making an argument.By criticising the Church's craven decision to appease the Occupy mob by proposing to erect a memorial in their honour, the argument ran, I was defending the Bankster/Corporatist establishment and, by extension, everything that is rotten with the modern world.Here's the weird thing though: I agree almost entirely with this analysis. As I've argued before, the greatest division in the Western world today lies not between rich and poor, working class and upper class, or Left and Right, but between on the one hand the rapacious, unaccountable Bankster/Corporatist/Political establishment and on the other everybody else. Why then, aren't I standing with the Occupy St Paul's crowd right now, making this point more vociferously?Simple. Because though my analysis of the problem may be quite similar to the Occupy crowd's, my solution couldn't be more different. This is why – as the above video explains – Tea Party types like me are unlikely ever to find common cause with Occupy. We're classical liberals who believe in low taxes, limited government, property rights and equality of opportunity, whereas they are progressives who believe in greater government control and wealth redistribution in order to create equality of outcome.

Only three per cent of EU citizens live under socialist or socialist-led governments. That, though, is about to change. France, where the state already consumes 56 per cent of GDP, and whose budget was last in balance in 1974, seems likely to elect François Hollande on a platform of 'growth, not austerity'. (Who knew it was that easy?) Greece, which also votes on Sunday, is inclining toward a pack of communist parties; the politicians there who talk openly of the need for cuts currently command less than seven per cent in the polls. Romania, too, is about to install a Leftist ministry, following the defeat of the last government's austerity platform. As other elections follow around Europe, we can expect more of the same.What will be the impact? Europe will accelerate all the policies that brought it to its present unhappy condition: wastrel spending, unsustainable borrowing, punitive taxation, deeper integration.

Ed Miliband's growing dependence on Labour’s union paymasters was laid bare yesterday as it was revealed that the barons are providing 77 per cent of the party’s funding.Figures released by the Electoral Commission watchdog revealed that the Unite union, led by far-Left firebrand Len McCluskey, was again Labour’s biggest donor, contributing £772,195 between April and June.In total, the unions gave Labour more than £2.4million in the second quarter, out of a total of just over £3million, which included lump sums of £485,830 from the GMB and £458,080 from Unison.Labour’s reliance on union cash is particularly stark since the figures also show that Labour is in a staggering amount of debt, with outstanding loans of £12.8million, compared with £2.6million for the Tories. The party was forced to increase its overdraft facilities by £2.4million earlier this year with the troubled Co-operative Bank.

It is neither as comprehensive nor as ingenious as the five short-listed entries. Still, Jurre he has got the big picture right. If the euro isn't working, leave. Everything else is detail.That might sound flippant, but it's not meant to be. When the crisis hit, European leaders responded by asking themselves 'how do we save the euro?' rather than 'how do we rescue the people who use the euro?' Every one of their schemes begs the question. Eurocrats have shown themselves quite willing to inflict poverty, deflation and emigration on millions rather than admit that their project is intrinsically flawed.

Yesterday I was on BBC Radio 2's Jeremy Vine show sparring with Cristina Odone about Dave's mooted compulsory foreign aid levy on the British taxpayer. She was arguing – with some high level support from Lord Gummer – that it was a good thing, part of our moral obligation to the world, and really not that much money all things considered. I was arguing that, no, actually, £8 billion now (rising to £11.4 billion in 2015) is quite a lot of money and that in these dark economic times the very last thing our government ought to be doing is hosing down ungrateful foreigners with cash we haven't got.The biggest recipient of our foreign aid largesse is currently Pakistan to which over the next four years we will be sending a total of £1.4 billion. This is roughly the same amount that Pakistan has earmarked to spend on a new fleet of Chinese made submarines; these will go nicely with the two squadrons of Chinese J-10 fighters which Pakistan has also bought at a cost of $1.4 billion. So, in effect, our foreign aid donations are helping to underwrite the military expansion of the country which until recently was shielding the world's number one Islamist terrorist, organised the massacre in Bombay and is doing so much to fund the Taliban insurgency killing and maiming our forces in Afghanistan..........But though all these examples quite neatly expose the profligacy, political correctness and imbecilic incompetence of DFID what they also do is distract from the bigger picture. The real story – as I should have said on Jeremy Vine's show if only I'd had my wits about me and hadn't been so keen to major on the Ferris Wheel anecdote – is not that our Foreign Aid budget is grotesquely misspent (though of course it is) but that we shouldn't have a Foreign Aid budget at all.For chapter and verse on this I refer you to m'learned friend Dambisa Moyo, the Zambian-born, Harvard-educated author of Dead Aid. In her superb book, she explains how, far from helping the Third World, well-meaning aid packages from the West – such as the $1 trillion dollars spent in the last 50 years on aid for Africa – have only harmed it.
