It exposed the failure of the government's previous great interventionist initiative, the Regional Growth Fund.When the fund was launched by Nick Clegg he set a target of "delivering" 36,800 jobs, by doling out Ł1.4bn to companies. As Clive Aslett said the other day: you know a policy is a lemon when you hear Clegg announcing it. And so it has transpired. The symbol of the Regional Growth Fund might as well be a small, ellipsoidal, yellow citrus fruit.The PAC report reveals that so far the fund has only created 2,400 jobs. Only Ł60 million has reached front-line businesses with Ł470 million "parked" with intermediary bodies such as local authorities and quangos who are working out what to do with it.

Much better to get it out of the way now.It is true that some opinion polls last year showed that the 50p tax rate had public support. But would the public be quite so supportive if they were reminded that without the drive and energy of successful entrepreneurs, jobs and growth decline?Labour introduced the 50p rate in 2010, largely for class war reasons in their desperate search for votes. George Osborne, boxed in, judged that he could not be seen to cut tax for “the rich” given that his priority was to build support for reducing the biggest deficit in British peacetime history.But he must now listen to the 500 entrepreneurs against 50p as he constructs this month’s Budget. Whilst this most political of Chancellors will be concerned about “the optics” of cutting tax at a time of national austerity, he has already laid the ground for scrapping the 50p tax rate.

Unfortunately, because the Conservative Public Health Minister, Anna Soubry, avoided the House of Commons European Scrutiny Committee, Members of Parliament were denied the opportunity to discuss the directive and the ramifications of its proposals are only now beginning to emerge.The Luxembourg meeting agreed, among other things, to ban the sale of menthol cigarettes and increase the size of health warnings on all tobacco products throughout the European Union. If passed by MEPs in September, the Tobacco Products Directive will also prohibit smaller pouches of roll your own tobacco and severely restrict the shape and size of cigarette packets.Whatever one thinks of Europe and its hunger for more and more regulations, this latest assault on the buying and selling of a legal product in Britain is entirely self-inflicted by our own government. Who would have expected a Conservative-led government to take Labour’s public health regulations that restricted the availability or consumption of tobacco and the campaigns that demonised smokers – and seek to make them even more punitive?
