417. The riches of London | John Redwood's Diary
Many of you have pointed out in your responses to yesterday’s blog that London has always been richer than the rest of the country. There have always been rich people who want to congregate near to the royal court or to the seat of government, rich people who want to enjoy the culture and society of a large city, people who come to London as it is by far the best known city in the country. There used to be many Englishmen who did well out of royal favour by being at court.London has always been more than the capital, drawing benefit from that. After all, Washington and Brazilia are governing centres, but they play poor second fiddles to New York and Rio. London has managed to be a large commercial and business centre, as well as a capital city. It used to have a great deal of industry. As a contributor has reminded us, 1930s London saw flourishing light industry in iconic buildings along the great arterial roads into the centre. It was the UK’s number one port, with plenty of wharves and port related industry and distribution. It lost its lead to better located places with deeper water like Felixstowe and Dover. Industry declined or migrated.

418. Is Ed Miliband really backing away from the unions? Left Watch
Yep, the TUC conference is in full effect. Alongside yesterday’s talk of a general strike, we now have the suggestion that pensioners should occupy council buildings in protest at cuts; a “manifesto” for teachers that instructs them to avoid “non-teaching duties” such as supervising children at lunchtime; and — unsurprising, but still deeply unedifying — the sale of t-shirts revelling in the prospect of Margaret Thatcher’s death. It would all make for a grim caricature of the extreme left were it not for one important fact: it’s real.

419. David Cameron is being stalked on all sides – Telegraph Blogs
Col Bob Stewart may have refused to do the honours, but David Cameron is being stalked, and by one of those big shaggy shire numbers in the shape of Boris Johnson. All summer he has had to listen to the crowds chanting the name of the London Mayor. It happened again earlier outside Buckingham Palace,…

420. The Met Office: lousier than a dead octopus – Telegraph Blogs
"Why did we slide into chaos?" asks the front page of today's Telegraph. It was prompted by the wrath of Transport Secretary Philip Hammond who apparently can't understand why it is that Britain has been caught out – yet again – by snowy weather."There are lessons to be learnt from our performance in every bout of bad weather and it is important that we learn those now," he says. All right, Phil. Your wish is my command. For considerably less than you paid the RAC's David Quarmby last month for a review of weather-related transport policy, I can tell you what the problem is

421. Mother-of-three watches in horror as her American Bulldog is stabbed 23 times by irate pet owner...
Mother of three Daisy Jenkins, of Hampstead, north London, (pictured) cradled her dying American Bulldog following the daylight attack.Mr Stearman said he knifed the dog because he was only trying to stop it killing his own terrier Monty. Mr Stearman said: 'The dog’s a lunatic. I’d just stepped out my house and the dog went for him. It wasn’t on a lead. It locked its jaw on to Monty’s head. He’s only little and he’s a donut around other dogs.'It was like a lion on top of a gazelle. I was screaming for help and the owner was nowhere to be seen.'When she did finally turn up five minutes later all she did was stroke her dog. I was kicking and punching it but it wouldn’t budge so I went into the kitchen and got three knives.'I’m not proud of what I’ve done but what was I supposed to do, stand there and let it kill my dog?'Mr Stearman said the bulldog tried to attack his dog three months earlier. He said: 'I literally had to pick Monty up and throw him over the fence because this dog was going to go for him. He’s attacked loads of dogs on this estate and he’s even gone for a kid outside the Budgens up the road.'I’m just glad it happened to me because it was only a matter of time before it killed a kid.'

422. Texas secession petition reaches 25,000 signatures. Even Obama doesn't warrant this conservative...
If at first you don’t succeed … secede! That seems to be the attitude of the folks in 20 states who have reacted to the re-election of Barack Obama by petitioning for independence from the United States. Anyone over thirteen can sign up on the White House website and it requires only a first name and last initial to do so. The petitioners in Texas have reached the threshold of 25,000 signatures necessary to trigger an official response from the administration. The answer will doubtless be a big fat "no" – and Governor Rick Perry has affirmed that Texas should stay in the Union. But it’s interesting to note just how many in the Lone Star state would rather go it alone than suffer "four more years".The mood on much of the Right is pure Götterdämmerung – as if America had just elected Lenin himself.

423. Cameron to appoint new Personal Hygiene Czar – Telegraph Blogs
Concern about declining standards of personal hygiene have inspired David Cameron's Coalition government to appoint a Personal Hygiene and Cleanliness Supervisor who will advise Britons on how to get the most out of their Personal Hygiene and Cleanliness routines, especially when they use the loo."One of the problems associated with toilet use is that people tend to consider it a private moment in their lives in which the government has no business whatsoever," said the Prime Minister, yesterday, proudly deploying the word "toilet" lest anyone imagine he had been expensively-educated. "But we intend to change that. Without proper government scrutiny, we cannot be at all sure that people are wiping their bottoms properly or not dribbling on the seat or remembering to pull up their flies. The social consequences of this could be horrendous, especially in the run-up to the Olympics when the eyes of the world will be on Britain. We want to send out a clear message: skid marks have no place in the Big Society."Though David Cameron has attracted mockery from some quarters over the appointment of what cynics have christened the Poo-Poo and Wee-Wee Czar, he is adamant that it will give the British economy just the fillip it needs as it teeters on the brink of a new Great Depression. "No it will, really. Every street in Britain will have a Personal Hygiene Co-ordinator who will report directly to the Department of Cleanliness, which will create at least ten million new 'Brown Jobs'.'

424. Arctic ice melt IS a problem because Right-wing newspapers smell, explains Guardian climate expert
At the weekend my old mucker David Rose reported in the Mail On Sunday the shocking news that there is 60 per cent more sea ice at the Arctic than there was this time last year. So too did Hayley Dixon in the Telegraph. The implication of both pieces was that perhaps this global warming thing we've been hearing about ad nauseam this last couple of decades isn't quite the deadly threat the 'scientists' have been telling us it was; that indeed, maybe the more pressing worry ought to be global cooling.Luckily the Guardian's token Big Oil employee and environmental expert Dana Nuccitelli has stepped in to explain what the problem is. It turns out that both the Mail on Sunday and the Telegraph are utterly rubbish publications, staffed by lying liars whose bottoms smell of ploppy poo, and who just can't be trusted to report on science accurately.

426. Back Off, Lansley! | Roger Helmer MEP
Health Minister Andrew Lansley says he hopes the time will come when tobacco companies have no business in the UK. This is an extraordinary statement from a government minister. I understand his health concerns, but to put it in context, can you imagine if he had said that alcoholic beverage companies should have no business in the UK, because of health issues, or that automotive companies should have no business because of traffic accidents and pollution? We’re talking about a major industry employing some 5000 people directly in the UK. It’s estimated that altogether a total of 80,000 jobs depend on the industry (it would be more but for the punitive taxation that promotes a thriving black market). On of the major tobacco companies, Imperial, is on my patch at Nottingham.

427. Those exciting Labour policies you were waiting for? There aren't any – Telegraph Blogs
Today Paul Daniels is regarded as a rather faded symbol of a rather faded entertainment era. But give him his due, he’d said I’d remember his big reveal for the rest of my life. And he was right. The remainder of this article has absolutely nothing to do with Paul Daniels. Or the lovely Debbie McGee. It’s about the Labour Party. The – admittedly tenuous – link is the concept of the big reveal. For a long time now people have been waiting for Labour’s big reveal. Ed Miliband and Jon Cruddas and Ed Balls and Harriet Harman would one day stand up and go “ta-dah!!!!!” and with a dramatic flourish unveil a raft of exciting and radical policies to amaze and excite us.There is not going to be a big reveal. Sadly, Ed Miliband will not be sawn in half. Jon Cruddas will not emerge dripping but unscathed from a glass water tank. Ed Balls will not remove his mask to reveal the smiling face of the lovely Harriet Harman.

Today I will be voting against an eighteen months Judge led enquiry into banks. We have had a wide ranging enquiry into the industry, its structure and attitudes led by an eminent independent economist and former competition regulator, Sir John Vickers. We are having a full scale FSA enquiry into wrong doing at various banks. There are potential Serious Fraud office enquiries into established wrongdoing following FSA investigation.

429. And after we've left the EU | Telegraph Blogs
I think I've decided what to do when I put myself out of a job as an MEP. The next big task, once we're safely out of the EU, will be to repair the Anglosphere: the community of free English-speaking democracies. I have written a piece about it in that superb newspaper The Australian.I've recently visited a number of Anglosphere countries to plug the message: Ireland, the US, Australia, Canada. The past two centuries have been dominated by the English-speaking peoples and, though we've made our share of mistakes, we can also be proud of the way we have spread our values: personal liberty, parliamentary supremacy, the rule of law, free trade, property rights.

430. Chris Grayling defines the enemy The Tory Diary
In a speech to Policy Exchange later today Chris Grayling, Employment minister, will define the enemies of this Government's mission.(1) The Polly Toynbee Left: "I’m afraid that too many people still just don’t get it. Like the “Polly Toynbee left” who rail with outrage against the idea of a young unemployed person being offered the chance to do a month’s work experience with Airbus, British Telecom, UK Mail or Tesco. Slave Labour they call it. Well that’s just insulting to some great companies who are helping young people get a job, not to mention the young people benefiting from placements by picking up the valuable skills and experience they need to get a leg up into the world of work. They just don’t understand that in today’s world, things don’t come on a plate. That Government can’t just create opportunity for all. That people have to go the extra mile if they want to succeed. Nor do they understand that you have to create wealth, not borrow it."(2) The EU bureaucrats: "Then there are the officials in Brussels who sit in meetings about the need to create employment and talk about more regulation as the solution.

431. Greece wants the euro but doesn't want the austerity. How much longer can this go on? –...
Supporters of the euro, in Athens and in Brussels, have been quick to proclaim victory. Greek Euro-enthusiasts congratulated their countrymen on their level-headedness, while EU officials indicated that the country might be rewarded with a slight relaxation of the bailout terms. Yet there is something contrived, rehearsed even, about the triumphalism. The Greek electorate is in denial. It rejects austerity, but insists on keeping the euro. All the main parties duly parroted what voters wanted to hear, making for a fantasy election, a make-believe election, a fingers-in-my-ears-I-can't-hear-you election. The only list which was honest about the necessary cuts – a coalition of three liberal parties – failed to gain a single seat.

432. The coolest (if not the safest) five science demonstrations you can do at home – Telegraph...
When the time comes for me to inflict my genetic material on the world, I want geeky children. Pace Baroness Greenfield, I want them to spend hours every day in front of the computer, so that they can give me a decent game on Mario Kart by the time they're eight. (More seriously, I want them to be computer literate, in this computer-driven world.) And I want them to be excited about how the world works. Yes: I want them to know why science is important, and why it's beautiful. Otherwise they'll end up doing journalism or something, and I shall die of shame.Since we apparently can't trust our schools to do it any more – they'll just print out a copy of next year's exam questions and get the poor brats to memorise them; thanks, EdExcel – we're going to have to do it ourselves. So I asked Twitter for the best demonstrations of science that you could do at home.
