I'm half-attracted by Polly Toynbee's suggestion that all data held by the government, including tax returns, should be open to the public. Polly thinks that Nordic-style transparency would lead to Nordic-style income equality, but I'm not sure she's right. In any country, of course, some people will vote out of resentment. That is their tragedy: envy is an ugly and debilitating condition, but it is not nearly as widespread as its sufferers believe. The recent anger over top rates of pay had far more to do with the sense that some financiers were being rewarded for failure than with a general dislike of wealth. Nobody much minded gazillion-pound bonuses while their own ISAs were rising in value. It was only when their taxes were used to prop up incompetent banks that people objected. And who can blame them?
